Physical Description: In most ways, the Meta-crisis Doctor is completely identical to the tenth regeneration of the Doctor. From the impossible hair to the mole between his shoulder blades. However, there are a number of differences, both subtle nuances in his appearance and intentional changes, as he is sick of looking exactly like the Doctor. Instead of wearing a boring old pinstriped suit, he wears either the blue suit and red t-shirt that he chose from the Doctor's wardrobe after birth or more casual clothing, sometimes just wearing a t-shirt and jeans or with a suit jacket over the top. His appearance is a lot more casual and 'college student' style, teamed with either Converse or just plain trainers.
Background: When the Doctor was dying and about to regenerate from a Dalek wound, he used the regenerative energy to heal himself and then channelled the left-over energy into the severed hand aboard his TARDIS. When Donna Noble accidentally touched this, it created a instantaneous biological Meta Crisis, fusing the human DNA and Time Lord DNA by way of the regenerative energy to create a new life form. Although he has (most of) the memories of the Doctor and (most of) his mind and intelligence, his body is also (partly) human. Which means the largest development: one heart. A single heart. Of course, as the two hearts of a Time Lord are to enable them to regenerate, Meta clearly can't. He can die.
Soon after his 'birth', the Meta caused a genocide of the Dalek race to stop them from taking over the world by force, thinking that he was making a necessary sacrifice but incurring the anger of his Time Lord self, who realised that Meta was potentially too dangerous to be allowed to remain in this world. So, giving him to Rose Tyler to care for and to heal, he took the two of them back to the alternate universe. As the Meta was part-human, he suggested that he could spend the rest of his human life with Rose, an idea which the Meta agreed with. The Doctor gave them a piece of coral from which, in time, a new TARDIS could grow to allow them to have their own adventures in their own universe. The Doctor, and Rose Tyler, in the TARDIS; as it should be.
However, this idea was scuppered by Rose going missing. Okay, so maybe their happy ever after wasn't that likely anyway, with Rose being clearly still pre-occupied with the Doctor, but he'd still held out hope. But one day, Rose left and never came back. Torchwood said that she had never returned from a field assignment. After searching for months for her, Meta, Pete and Jackie reluctantly gave up the search, but he never gave up hope. Although he was quite close to the family, Meta's plan now was to find Rose. He waited impatiently for the TARDIS coral to grow, more frustrated by the day. Even though he had followed Donna's instructions to allow the growth capacity to increase, it was still taking far too long, and Rose by now, could be anywhere.
In fact, it was a year before his TARDIS was ready to fly, and eagerly, Meta used it to attempt the thing he wanted the most: to find Rose Tyler. So, going back in time to the day that Rose had disappeared, he managed to track her whereabouts through her Torchwood colleagues. He arrived at Bad Wolf Bay just in time to see her disappear, and although he was unable to change the event as he had become part of established events by being there, he was able to fly his TARDIS straight into the time fissure that had opened up, just for a second, as she fell through dimensions and he followed.
However, he didn't come out in the same place as she did. In fact, his TARDIS materialised in the Powell Estate, London, where Rose had grown up. Being a juvenile TARDIS on its first trip, it was a little jittery and unreliable, but he had managed to fly through the dimensions, and know knew what had happened to Rose and that he had a chance of finding her. And that's what he plans to do now-- before his counterpart gets a chance to.
Personality: Although he does take a lot of his personality traits from the Doctor, such as the penchant for rambling and spouting what often seems to be complete nonsense, sometimes hopping from point to point without a coherent link. In fact, the Meta may even do this to a larger extent than the Doctor.
However, he also gained a lot of his personality traits from Donna Noble, and in this way acts decidedly human. He can be rude, abrupt and flippant, often sarcastic and cutting and acting very defensive if backed into a corner. He can be cheeky, witty, and likes to laugh and make jokes, sometimes at the expense of others. He uses slang frequently, notably 21st Century Earth, but some other odd phrases he has picked up. He also swears when annoyed, something the Doctor would not be seen doing. This also gives the Meta a number of very human hobbies, such as watching TV and listening to music. He has an even stronger affinity to Earth than the Doctor, but does not feel quite the same responsibilty to protect it.
While the Doctor was never exactly shy, Meta's confidence is more extreme. His emotions often seem to be those of a teenager, perhaps understandable due to him only existing for two years. He gets angry easily and throws what can only be described as tantrums if he doesn't get his own way, sulking and glaring. Despite sharing most of his memories, he isn't as world-weary as the Doctor, and spends less time brooding on the past with the intention to focus on the present. The only things he truly regrets are in his own physical history rather than the Doctor's guilt, such as losing Rose.
As well as negative emotions, the Meta has a huge capacity for joy and excitement over little things and loves to learn and see new things. Even the places that the Doctor has been to seem new and exciting through his eyes. Although he was prepared to settle down with Rose, he loves to travel and explore. Unlike the Doctor, he doesn't seek to help people so much as just have fun. He wants to live, that's all, and he wouldn't waste his single life on anybody else. In this way, he is much more selfish than the Doctor. He is also a lot more willing to make sacrifices of other people, still believing that killing all of the Daleks was the right thing to do. He doesn't have the same utter aversion to killing that the Doctor has.
The Meta is markedly more flirty than the Doctor. Maybe that's the human side of him, but it's something he finds amazingly fun. He is more confident about approaching people, while the Doctor appears to find the whole subject somehow impossible to breach. Weird.

Misc:
The TARDIS
The Meta's TARDIS, like the Doctor's, has a non-functioning chameleon circuit. However, this is because the Meta purposefully disabled his in order to create a memorable trademark for his ship.
The desktop theme
The inside of the Meta's TARDIS is very similar to the Doctor's, only replacing the green and gold colour scheme with dark purples and silvers, giving it a half Gothic, half 60s disco theme.
The sonic screwdriver
The Meta has a screwdriver almost identical to the Doctor's, but with a few subtle differences. The design is a little chunkier, with ridges running around the handle, and the noise produced when it is used is a more aggressive hum. The light is a very slightly darker blue.
